Biography

Mr Ebzeev was born on 25 February 1950 in the Village of Dzhangi-Dzher, Kyzyl-Askersk District, Frunze Region, Kirgiz SSR.

He graduated from the Saratov Institute of Law (1972).

1991 – 2008 − Judge of the Constitutional Court of the Russian Federation.

2008 – 2011 − President of the Karachayevo-Circassian Republic.

2011 – 2016 − Member of the Central Election Commission of the Russian Federation with the right of a casting vote.

Since 2010 Mr Ebzeev has been a Member of the Presidium of the State Council of the Russian Federation.

On 3 March 2016 he was appointed as a Member of the Central Election Commission of Russia by the Decree of the President of the Russian Federation.

Public activity

1993 – Member of the Constitutional Council and its working group on finalization of the draft of the Constitution of the Russian Federation. Co-author of the Federal Constitutional Law “On the Constitutional Court of the Russian Federation”.

State awards

The Order for Services to the Fatherland (IV degree), the Order of Honor, the Order of Amity, the Medal for Valorous Labor. Professor, Doctor of Law, Judge of the highest qualification class, Honored Master of Sciences of the Russian Federation and Honored Lawyer of the Russian Federation.

Responsibilities

Mr Ebzeev coordinates the following activities:

1)

consideration of complaints on decisions and actions (inaction) of election commissions of constituent entities of the Russian Federation, their officials, complaints on decisions of district election commissions on elections of deputies of the state Duma of Federal Assembly of the Russian Federation on refusal in registration of candidates;

2)

organization of rapid response (visit to the constituent entities of the Russian Federation, additional checks, other forms of response) of the Central Election Commission of the Russian Federation to incoming appeals (complaints) of representatives of political parties and other citizens about violations during election campaigns;

3)

participation in the formation of election commissions and referendum commissions of the constituent entities of the Russian Federation;

4)

interaction with public authorities of the constituent entities of the Russian Federation, local authorities on issues related to the preparation and conduct of elections and referendums, interaction with election commissions of the constituent entities of the Russian Federation;

5)

consideration of citizens' appeals;

6)

preparation of opinions of the CEC of Russia on draft federal laws, positions of the CEC of Russia on the responses sent to the constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation;

7)

preparation of opinions on compliance of laws and other regulatory legal acts of constituent entities of the Russian Federation with the Federal Law "On basic guarantees of electoral rights and the right to participate in the referendum of citizens of the Russian Federation" and other federal laws regulating electoral rights and the right to participate in the referendum of citizens of the Russian Federation;

8)

monitoring of law enforcement activities and preparation of proposals to improve law enforcement practice and legislation.

9)

the issue of the official printed edition of "Vestnik of the Central Election Commission of the Russian Federation", the official on-line magazine "Vestnik of the Central Election Commission of the Russian Federation" and the magazine "The Citizen. Elections. Authority".
