Biography

Mr Galchenko was born on 15 August 1951 in Izmail, Odessa Region, Ukrainian SSR.

He graduated from the Moscow Higher Technical School named after N.E. Bauman (1978), the Training Center for Managers at the Moscow Institute of National Economy (MINE) named after G.V. Plekhanov (1991), the Russian Academy of Public Administration under the President of the Russian Federation (1996).

1978 – 1986 − engineer and team leader of the suburban base of MHTS in the Dmitrov district of Moscow region.

1986 – 1990 − Deputy Head of the Dmitrov Branch of the scientific-production association “Elas”.

1990 – 1993 − Chairperson of the Dmitrov City Deputy Council.

1993 − 1997 − Deputy of the Moscow Regional Duma.

1994 – Deputy Chairperson of the Moscow Regional Duma.

1999 ­– 2003 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the third convocation.

2003 – 2007 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the fourth convocation.

2007 – 2011 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the fifth convocation.

2011 – 2016 – Deputy of the State Duma of the Federal Assembly of the Russian Federation of the sixth convocation.

On 24 February 2016 Mr Galchenko was appointed as a Member of the Central Election Commission of the Russian Federation by the decision of the State Duma of the Federal Assembly of the Russian Federation.

Public activity

1993 – 1994 – Member of the Council on Development of Local Self-Government under the President of the Russian Federation.

2006 – 2008 – coordinator of the All-Russian political party “UNITED RUSSIA” on cooperation with local authorities and was the Chairman of the All-Russian public organization “All-Russian Council of Local Self-Government”.

2008 − 2011 − Head of the regional administration of the central executive committee of the party and the first deputy head of the executive committee of the “UNITED RUSSIA”.

State awards

The medals of Order of Merit for the Fatherland (I and II degree), the insignia “The Parliament of Russia”, the honorary title of the State Duma “For merits in development of parliamentarism”, the sign of the Governor of the Moscow Region "For Contribution".

Responsibilities

Mr Galchenko coordinates the following activities:

1)

consideration of complaints on decisions and actions (inaction) of election commissions of constituent entities of the Russian Federation, their officials, complaints on decisions of district election commissions on elections of deputies of the state Duma of Federal Assembly of the Russian Federation on refusal in registration of candidates;

2)

organization of rapid response (visit to the constituent entities of the Russian Federation, additional checks, other forms of response) of the Central Election Commission of the Russian Federation to incoming appeals (complaints) of representatives of political parties and other citizens about violations during election campaigns;

3)

control over the observance of electoral rights (the right to participate in the referendum) of persons in places of detention of suspects and accused persons under house arrest;

4)

participation in the formation of election commissions and referendum commissions of the constituent entities of the Russian Federation;

5)

interaction with public authorities of the constituent entities of the Russian Federation, local authorities on issues related to the preparation and conduct of elections and referendums, interaction with election commissions of the constituent entities of the Russian Federation;

6)

control over compliance with the rules of informing voters (referendum participants) and election campaigning (referendum campaigning), including the consideration of information disputes;

7)

consideration of citizens' appeals;

8)

preparation of opinions on compliance of laws and other regulatory legal acts of constituent entities of the Russian Federation with the Federal Law "On basic guarantees of electoral rights and the right to participate in the referendum of citizens of the Russian Federation" and other federal laws regulating electoral rights and the right to participate in the referendum of citizens of the Russian Federation;

9)

monitoring of law enforcement activities and preparation of proposals to improve law enforcement practice and legislation.

The Republic of Tyva, the Udmurt Republic, the Republic of Khakassia, the Stavropol Territory, the Khabarovsk Territory, the Pskov Region, the Sverdlovsk Region, the Jewish Autonomous Region.
