Biography

Ms Grishina was born on 2 May 1969 in Moscow.

In 1992 she graduated from the Lomonosov Moscow State University.

1992 – 1993 – leading specialist of the Constitutional Commission Registry, and later – the Constitutional Legislation Committee of the Supreme Council of the Russian Federation.

1993 – 2003 – legal executive, Deputy Head of Department, Head of the Legal Department of the Central Election Commission of the Russian Federation.

2003 – 2007 – Deputy Head of the Legal Department of the Central Election Commission of the Russian Federation.

2007 – 2016 – Member of the Central Election Commission of the Russian Federation with a decisive vote of 2007–2011 and 2011–2016 line-ups.

10 February 2016 she was reappointed a Member of the Central Election Commission of the Russian Federation by the resolution of the Council of the Federation of the Federal Assembly of the Russian Federation.

28 March 2016 she was elected as the Secretary of the Central Election Commission of the Russian Federation.

State awards

Ms Grishina is awarded with the Order of Honor, the Order of Amity, the medals of the Order of Merit for the Fatherland of the I and II degrees, and an honorary badge of the Central Election Commission of Russia “For merits in organizing the elections”. Honored lawyer of the Russian Federation.

Responsibilities

The Secretary of the CEC of Russia manages the organization of work in the following areas:

1. control over compliance with the rules of informing voters (referendum participants) and election campaigning (referendum campaigning), including the consideration of information disputes;

2. consideration of citizens' appeals;

3. personal reception of citizens;

4. organization of work of the “hot line” of communication with voters at the Central Election Commission of the Russian Federation;

5. control over respect for the rights of observers, members of commissions with the right of advisory vote;

6. monitoring the rights of the media;

7. implementation of measures to organize a single procedure for establishing the results of voting, determining the results of elections, referendums, placing the data of the SAS “Vybory” on the Internet;

8. preparation of opinions of the CEC of Russia on draft federal laws, opinion letters of the CEC of Russia on the comments being submitted to the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation;

9. preparation of opinions on compliance of laws and other regulatory legal acts of subjects of the Russian Federation with the Federal Law “On basic guarantees of electoral rights and the right to participate in the referendum of citizens of the Russian Federation” and other federal laws regulating electoral rights and the right to participate in the referendum of citizens of the Russian Federation;

10. monitoring of law enforcement activities and preparation of proposals to improve law enforcement practice and legislation.

11. control over ensuring the equality of parliamentary parties in the coverage of their activities by state public TV channels and radio channels;

12. organization of the state system of registration (accounting) of voters, referendum participants, formation and maintenance of the register of voters, referendum participants;

13. provision of information to voters, participants of the referendum on terms and procedure of electoral actions, actions related to the preparation and conduct of the referendum, on the course of the election campaign, the referendum campaign, as well as on candidates, electoral associations, nominating candidates, lists of candidates, including the publication of the necessary printed materials;

14. interaction with political parties, groups of voters to support candidates for the post of the President of the Russian Federation on their participation in the elections, including the certification of Federal candidate lists, lists of candidates for single-seat constituencies, registration of a group of voters to support candidates for the post of the President of the Russian Federation, registration of federal candidate lists and candidates for the office of the President of the Russian Federation, registration of authorized representatives and proxies of political parties and candidates for the post of the President of the Russian Federation;

15. interaction with the initiative groups for the referendum of the Russian Federation, including the registration of the initiative group for the referendum, the registration of its authorized representatives;

16. distribution between political parties of free airtime, free print space provided by the legislation on elections and referendums;

17. legal training of voters, participants of election campaigns, professional training of members of commissions and other administrators of elections, referendums, publication of methodological materials;

18. organization of planning activities of the Central Election Commission of the Russian Federation, control over the implementation of its work plans;

19. provision of preparation and conduct of meetings of the Central Election Commission of the Russian Federation;

20. organization of documentary support, formation of the documentary fund (archive) of the Central Election Commission of the Russian Federation;

21. issue of the official edition “Vestnik of the Central Election Commission of the Russian Federation”, the official online edition “Vestnik of the Central Election Commission of the Russian Federation” and the magazine “The Citizen. Elections. Authority”;
