Institutional Fundamentals of the Activity of the CEC of Russia

The Central Election Commission of the Russian Federation is composed of 15 Members.

Five members are appointed by the State Duma of the Federal Assembly of the Russian Federation from among the candidatures proposed by fractions, other parliamentary associations in the State Duma.

Five members are appointed by the Council of the Federation of the Federal Assembly of the Russian Federation from among the candidatures proposed by legislative (representative) state bodies of regions of the Russian Federation and highest official of regions of the Russian Federation (heads of the highest executive state bodies of regions of the Russian Federation).

Five members are appointed by the President of the Russian Federation.

On 28 March 2016 members of the Central Election Commission of the Russian Federation elected by secret ballot from their composition Ms Ella Pamfilova as Chairperson of the CEC of Russia, Mr Nikolay Bulaev as Deputy Chairperson of the CEC of Russia, and Ms Maya Grishina as Secretary of the CEC of Russia.

The Central Election Commission of the Russian Federation acts on a permanent basis, the term of its tenure is five years.

The Central Election Commission of the Russian Federation is the commission which arranges elections into federal state bodies, as well as the commission arranging a referendum of the Russian Federation.
