Biography

Mr Klyukin was born on 5 July 1957 in the City of Uzhur, the Krasnoyarsk Territory.

In 1985 he graduated from M.V. Lomonosov Moscow State University.

1985 ­− 1989 − Deputy of the Central District Council of People's Deputies in Krasnoyarsk.

1990 − a reporter of the X News Program at a regional television company.

1994 − 1999 − CEO and then Chairman of the Board of Directors of the TVK TV-company.

1999 − 2003 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the third convocation.

2003 – 2007 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the fourth convocation.

2007 – 2011 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the fifth convocation.

On 10 February 2016 Mr Klyukin was appointed as a Member of the Central Election Commission of the Russian Federation by resolution of the Council of the Federation of the Federal Assembly of the Russian Federation.

Public activity

2015 − Head of Public and Political Projects Division at the autonomous nonprofit organization The Center for Public Policy Projects and Communications.

Responsibilities

Mr Klyukin coordinates the following activities:

1)

consideration of complaints on decisions and actions (inaction) of election commissions of constituent entities of the Russian Federation, their officials, complaints on decisions of district election commissions on elections of deputies of the state Duma of Federal Assembly of the Russian Federation on refusal in registration of candidates;

2)

organization of rapid response (visit to the constituent entities of the Russian Federation, additional checks, other forms of response) of the Central Election Commission of the Russian Federation to incoming appeals (complaints) of representatives of political parties and other citizens about violations during election campaigns;

3)

participation in the formation of election commissions and referendum commissions of the constituent entities of the Russian Federation;

4)

interaction with public authorities of the constituent entities of the Russian Federation, local authorities on issues related to the preparation and conduct of elections and referendums, interaction with election commissions of the constituent entities of the Russian Federation;

5)

organization of work of the Information center of the Central Election Commission of the Russian Federation;

6)

consideration of citizens' appeals;

7)

monitoring the rights of the media;

8)

preparation of opinions on compliance of laws and other regulatory legal acts of constituent entities of the Russian Federation with the Federal Law "On basic guarantees of electoral rights and the right to participate in the referendum of citizens of the Russian Federation" and other federal laws regulating electoral rights and the right to participate in the referendum of citizens of the Russian Federation;

9)

monitoring of law enforcement activities and preparation of proposals to improve law enforcement practice and legislation.

10)

control over ensuring the equality of parliamentary parties in the coverage of their activities by state public TV channels and radio channels;

11)

distribution between political parties of free airtime, free print space provided by the legislation on elections and referendums;

12)

information content of the official website of the Central Election Commission of the Russian Federation.
