Biography

Mr Levichev was born on 28 May 1953 in Leningrad.

In 1976 he graduated from the Leningrad State University named after A.A. Zhdanov and in 1992 he completed postgraduate studies at the Russian Academy of Management.

1992 – 2002 − General Director of LLC “Publishing House “Kluch-C”.

2002 – 2006 − Deputy Chief of the Executive Committee of the Nationwide Council, First Deputy of the Chairman of the political party "Russian Party of Life".

2007 – 2011 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the fifth convocation.

2011 – 2016 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the sixth convocation.

On 24 February 2016 Mr Levichev was appointed as a Member of the Central Election Commission of the Russian Federation by the resolution of the State Duma of the Federal Assembly of the Russian Federation.

State awards

The Order of Amity, the Medal of the Order for Services to the Fatherland (II degree), the honorary title of the State Duma of the Federal Assembly of the Russian Federation "For merits in the development of parliamentarism".

Responsibilities

Mr Levichev coordinates the following activities:

1) consideration of complaints on decisions and actions (inaction) of election commissions of constituent entities of the Russian Federation, their officials, complaints on decisions of district election commissions on elections of deputies of the state Duma of Federal Assembly of the Russian Federation on refusal in registration of candidates;

2) organization of rapid response (visit to the constituent entities of the Russian Federation, additional checks, other forms of response) of the Central Election Commission of the Russian Federation to incoming appeals (complaints) of representatives of political parties and other citizens about violations during election campaigns;

3) implementation of international cooperation in the field of electoral systems, including:

bilateral and multilateral interstate contacts, including international structures;

participation in international observation during electoral campaigns (elections and referendums) abroad;

interaction with international organizations, methodological and information work with the constituent entities of the Russian Federation, work with international and national non-governmental organizations and the media on international cooperation,

accreditation of foreign (international) observers;

4) control over the observance of electoral rights (the right to participate in the referendum) of persons with disabilities;

5) сontrol over the observance of electoral rights (the right to participate in the referendum) of citizens of the Russian Federation living outside the territory of the Russian Federation or being in long-term foreign business trips, other citizens who are outside the territory of the Russian Federation,

6) participation in the formation of election commissions and referendum commissions of the constituent entities of the Russian Federation;

7) interaction with public authorities of the constituent entities of the Russian Federation, local authorities on issues related to the preparation and conduct of elections and referendums, interaction with election commissions of the constituent entities of the Russian Federation;

8) consideration of citizens' appeals;

9) preparation of opinions on compliance of laws and other regulatory legal acts of constituent entities of the Russian Federation with the Federal Law "On basic guarantees of electoral rights and the right to participate in the referendum of citizens of the Russian Federation" and other federal laws regulating electoral rights and the right to participate in the referendum of citizens of the Russian Federation;

10) monitoring of law enforcement activities and preparation of proposals to improve law enforcement practice and legislation.

The Republic of Kalmykia, the Republic of North Ossetia – Alania, the Republic of Tatarstan, the Krasnoyarsk Territory, the Amur Region, the Volgograd Region, the Tver Region.
