Mr Likhachyov was born on January 5, 1952, in Nizhny Novgorod.

In 1969-1970 he was a seaman at the Gorky DOSAAF (Volunteer Society for Cooperation with the Army, Aviation and Fleet) maritime club.

In 1970-1975 he was a student of V.I. Ulyanov-Lenin Kazan State University.

In 1975-1988 he was a post-graduate student and worked as a teaching assistant and an associated professor at V.I. Ulyanov-Lenin Kazan State University.

In 1988-1990 he was a division head of the Tatar regional committee of the Communist Party of the Soviet Union.

In 1990-1991 he chaired the Tatar SSR Constitutional Supervision Committee.

In 1991-1995 he was appointed as a vice-president of the Tatar SSR.

In 1995-1998 he was a chairman of the State Council of the Republic of Tatarstan and Vice-Chairperson of the Council of the Federation of the Federal Assembly of the Russian Federation.

In 1998-2003 he was a Permanent Representative of Russia to the European Communities in Brussels.

In 2003-2004 he worked as an adviser to the President of the Republic of Ingushetia.

In 2004-2008 he became a member of the Council of the Federation of the Federal Assembly of the Russian Federation, a member and deputy chairman of the Foreign Relations Committee of the Council of the Federation, a member of the Commission for Information Policy of the Council of the Federation and a member of the Federation Council Commission for ways and means of implementation of constitutional powers of the Council of the Federation.

In 2008-2010 he was a member of the Council of the Federation of the Federal Assembly of the Russian Federation, a member and deputy chairman of the Foreign Relations Committee of the Council of the Federation.

In 2010-2011 he served as a Deputy Minister of the Justice of the Russian Federation.

In 2011 he was adviser of the chairman of the Federation of Independent Labor Unions of Russia.

From December 2011 to March 2, 2016 he was elected as a Member of the State Duma of the Federal Assembly of Russia of the 6th convocation, a Member of the State Duma Committee on the Commonwealth of Independent States Affairs, Eurasian Integration and Relations with Compatriots.

He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. He holds a doctoral degree in law.

He is a full member of the Russian Academy of Natural Sciences, associate member of the Academy of Sciences of the Republic of Tatarstan (he is the author of more than 500 scientific works, including 10 monographs published in Russia and abroad).

On March 3, 2016 Vasily Likhachyov was appointed as a member of the Central Election Commission of the Russian Federation by the Decree of the President of the Russian Federation

He is honored with the Order of Merit for the Motherland of the IV degree and with the Order of Honor.

He is awarded with the Certificate of Acknowledgement of the President of the Russian Federation, with the Certificate of Acknowledgement of the Chairman of the Council of the Federation of the Federal Assembly of the Russian Federation, with the “The Council of the Federation. 15 Years” Medal, with the Diploma of the State Duma of the Federal Assembly of the Russian Federation, with Anatoly Koni Medal of the Ministry of Justice of the Russian Federation. He has the “Honorable Employee of the Foreign Ministry of the Russian Federation” title. He is awarded with the Certificate of Acknowledgement of the Foreign Ministry of the Russian Federation.

He is married and has two children.
