Biography

Mr Shapiev was born on 15 December 1955 in the Village of Gunukh, Charodinsky District, the Republic of Dagestan.

He graduated from Dagestan State University (1978) and finished his postgraduate studies at Leningrad State University (1982).

1983 – 2003 − teacher, senior teacher, associate professor, professor of the Department of Criminal Law and Criminology of Dagestan State University, associate dean of Department of Law of Dagestan State University.

1993 – 1994 − Chairman of the Territorial Election Commission on election of the Deputy of the State Duma of the Federal Assembly of the Russian Federation for Makhachkalinsky Election District No.11, the Republic of Dagestan, and was entitled to elect the deputies of the Council of the Federation of the Federal Assembly of the Russian Federation for Dagestan Election District No.5.

1994 – 1995 − Chairman of regional (head) Election Commission of the Republic of Dagestan.

1995 – 2003 − Chairman of the Election Commission of the Republic of Dagestan.

2003 – 2016 − Member of the Election Commission of the Republic of Dagestan with the casting vote of 2003 – 2007, 2007 – 2011, 2011 – 2016 line-ups.

On 10 February 2016 Mr Shapiev was appointed as a Member of the Central Election Commission of the Russian Federation according to the resolution of the Council of the Federation.

State awards

The Order of Amity, the Order of Honor, the Order of Amity of the Republic of South Ossetia, the medals of the Order for Services to the Fatherland (I and II degrees), the Medal of the Security Council of the Russian Federation “In Recognition of National Security Protection”, the honorary badge of the Central Election Commission of Russia “For Merits in organizing the elections”.

Doctor of Law. Honored Lawyer of the Russian Federation, Honored Lawyer of the Republic of Dagestan, Honored Lawyer of the Republic of Adygea.

Responsibilities

Mr Shapiev coordinates the following activities:

1)

consideration of complaints on decisions and actions (inaction) of election commissions of constituent entities of the Russian Federation, their officials, complaints on decisions of district election commissions on elections of deputies of the state Duma of Federal Assembly of the Russian Federation on refusal in registration of candidates;

2)

organization of rapid response (visit to the constituent entities of the Russian Federation, additional checks, other forms of response) of the Central Election Commission of the Russian Federation to incoming appeals (complaints) of representatives of political parties and other citizens about violations during election campaigns;

3)

control over the observance of electoral rights (the right to participate in the referendum) of citizens living in remote and inaccessible areas;

4)

participation in the formation of election commissions and referendum commissions of the constituent entities of the Russian Federation;

5)

interaction with public authorities of the constituent entities of the Russian Federation, local authorities on issues related to the preparation and conduct of elections and referendums, interaction with election commissions of the constituent entities of the Russian Federation;

6)

consideration of citizens' appeals;

7)

preparation of opinions of the CEC of Russia on draft federal laws, positions of the CEC of Russia on the responses sent to the constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation;

8)

preparation of opinions on compliance of laws and other regulatory legal acts of constituent entities of the Russian Federation with the Federal Law "On basic guarantees of electoral rights and the right to participate in the referendum of citizens of the Russian Federation" and other federal laws regulating electoral rights and the right to participate in the referendum of citizens of the Russian Federation;

9)

monitoring of law enforcement activities and preparation of proposals to improve law enforcement practice and legislation.

The Komi Republic, the Altai Territory, the Kurgan Region, the Leningrad Region, the Novosibirsk Region, the Tomsk Region, the Ulyanovsk Region, the Chelyabinsk Region.
