Biography

Mr Sirotkin was born on 14 April 1952 in Vyborg, the Leningrad Region.

In 1976 he graduated from the Kharkov Higher Command Engineering School named after Marshal of the Soviet Union N.I. Krylov and in 2001 the Ivanovo Branch of the North-West Academy of Civil Service.

1995 − assistant of a Deputy of the State Duma, coordinator of the Ivanovo regional branch of the Liberal Democratic Party of Russia (LDPR).

1997 – 2000 − Deputy of the Legislative Assembly of the Ivanovo region.

2003 – 2007 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the fourth convocation.

2007 – 2011 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the fifth convocation.

2008 − Deputy of the Ivanovo Regional Duma of the fifth convocation of the Ivanovo regional department of political party the LDPR.

2011 – 2016 − Deputy of the State Duma of the Federal Assembly of the Russian Federation of the sixth convocation.

On 24 February 2016 Mr Sirotkin was appointed as a Member of the Central Election Commission of the Russian Federation by the resolution of the State Duma of the Federal Assembly of the Russian Federation.

State awards

The medals of the Order for Services to the Fatherland (I and II degrees).

Responsibilities

Mr Sirotkin coordinates the following activities:

1)

consideration of complaints on decisions and actions (inaction) of election commissions of constituent entities of the Russian Federation, their officials, complaints on decisions of district election commissions on elections of deputies of the state Duma of Federal Assembly of the Russian Federation on refusal in registration of candidates;

2)

organization of rapid response (visit to the constituent entities of the Russian Federation, additional checks, other forms of response) of the Central Election Commission of the Russian Federation to incoming appeals (complaints) of representatives of political parties and other citizens about violations during election campaigns;

3)

control over the observance of electoral rights (the right to participate in the referendum) of the military, law enforcement officers;

4)

participation in the formation of election commissions and referendum commissions of the constituent entities of the Russian Federation;

5)

interaction with public authorities of the constituent entities of the Russian Federation, local authorities on issues related to the preparation and conduct of elections and referendums, interaction with election commissions of the constituent entities of the Russian Federation;

6)

consideration of citizens' appeals;

7)

preparation of opinions on compliance of laws and other regulatory legal acts of constituent entities of the Russian Federation with the Federal Law "On basic guarantees of electoral rights and the right to participate in the referendum of citizens of the Russian Federation" and other federal laws regulating electoral rights and the right to participate in the referendum of citizens of the Russian Federation;

monitoring of law enforcement activities and preparation of proposals to improve law enforcement practice and legislation.
