On 1-5 October 2020, Alexander Kinev, a member of the CEC of Russia, was on a working visit to the Kyrgyz Republic, where he took part in international observation of the parliamentary elections (Jogorku Kenesh) of Kyrgyz Republic.
The member of the Central Election Commission of the Russian Federation worked as a member of the observer mission from the Commonwealth of Independent States and at the invitation of the Chairman of the Central Commission for Elections and Referendums of the Kyrgyz Republic Nurzhan Shaildabekova.
During the visit, Alexander Kinev met with the Russian Ambassador to the Kyrgyz Republic, Nikolay Udovichenko, and discussed the preparation and conduct of elections with the leadership of the Central Commission for Elections and Referendums. The member of the CEC of Russia visited the headquarters of the missions of the Commonwealth of Independent States and the Shanghai Cooperation Organization: representatives of 31 countries representing 24 international organizations are accredited as international observers.
On 4 October 2020, Alexander Kinev and his colleagues visited polling stations. Among the interesting technological solutions in the organization of voting, the member of the CEC of Russia noted the use of biometric identification of voters – by photo or fingerprint after the pre-registration stage. This procedure is mandatory for receiving a ballot.
Speaking to journalists, Alexander Kinev noted the high level of organization of elections and compliance with all necessary measures of sanitary protection at polling stations: "We have good impression. Everyone was provided with necessary personal protective equipment – this is an important measure that contributes to improving the security of the electoral process. We took the same measures during the last election campaigns in Russia during the pandemic. Information materials, including information about candidates and parties, are fully presented at all polling stations. The staff of commissions is friendly, and there are many volunteers who help voters."
Following the results of the observation, the member of the CEC of Russia also noted the high turnout and activity of voters in the elections to the Parliament of the Republic.
